Cash-strapped homeowners are finding
short-sales are hard to come by
Cash-strapped homeowners who owe more than their properties are worth often
try to get out of trouble by selling for less than the mortgage amount and
asking lenders to forgive the difference.
It sounds simple. But so-called short sales rarely are.
The deals frequently are exercises in frustration, as lenders take weeks or
months to consider offers. Exasperated buyers walk away during the delays,
and properties linger on the market, prolonging the housing slump and the
recession. Many agents refuse to show short sale homes to clients. Real
estate attorneys struggle to penetrate the bank bureaucracy, complaining
that files pass from one employee to another. In some instances, lenders
approve short sales, only to later reverse the decisions. Meanwhile, banks
partly blame borrowers, saying they don't provide necessary information fast
enough.
"I'd rather take a herd of elephants through a quicksand bog. It's easier,"
said Edward Goldfarb, an agent in Broward and Palm Beach counties.

AILA Welcomes CDC Proposal to Remove HIV from Definition of Communicable
Diseases
The American Immigration Lawyers Association (AILA) welcomes
the Centers for Disease Control and Prevention (CDC) proposal to remove
"Human Immunodeficiency Virus (HIV) infection" from the definition of
"communicable disease of public health significance" which previously barred
individuals from entering the United States. This proposed regulatory repeal
follows through on the change in law enacted by a bipartisan Congress and
signed by President Bush last July.

Government Fast Tracks Island Cuban's Visas!
In a significant shift in Cuba migration policy, the U.S.
government announced Wednesday it was creating a new program that would
reduce the long delays many Cubans experience in securing visas to enter the
United States. Under the new Cuban Family Reunification Parole Program,
Cubans granted permission to travel here by U.S. authorities will no longer
have to wait in Cuba to receive permanent residency.
They will now be given a travel document that would ''parole'' them into the
United States, so they can wait here for their green card to be delivered to
them. Even with the new program, however, there is no guarantee that Cubans
with approved parole will enter the country any faster. That's because they
still must get an exit permit from the Cuban government.

NATURALIZATION THROUGH
U.S. MILITARY SERVICE
Members and certain
veterans of the U.S. armed forces are eligible to apply for United States
citizenship under special provisions of the Immigration and Nationality Act
(INA). In addition, U.S. Citizenship and Immigration Services (USCIS) has
streamlined the application and naturalization process for military
personnel serving on active-duty or recently discharged. Generally,
qualifying service is in one of the following branches: Army, Navy, Air
Force, Marine Corps, Coast Guard, certain reserve components of the National
Guard and the Selected Reserve of the Ready Reserve.

Undocumented workers
bemoan U.S. crackdown
For thousands of South Florida's illegal immigrants, the new
year offers more uncertainty, discontent and, for many, resigned departure.
From farms in Homestead to day laborer pickup sites in Florida City and Fort
Lauderdale, migrant workers are struggling to find work as Homeland Security
steps up enforcement after a firestorm of public opinion derailed an
immigration overhaul in Congress. That proposal, which failed in the summer,
would have eventually legalized millions of undocumented workers.
Adding to the turmoil: a slowing economy. More than two
dozen South Florida employers and undocumented workers interviewed by The
Miami Herald and El Nuevo Herald said they worry about tough times ahead.
Evidence suggests immigrants are sending less money back to their families
in Latin America and the Caribbean. At Global Money Express in Little
Havana, money transfers have dropped by a third in the past few weeks.......
